Charger works great. The documentation can be improved. Specifically, it does not explain the center voltage shown on the display which tends to fluctuate between 12V and 6V. After doing some searching and testing, this is the voltage of the Control Pilot (CP) line. The CP line is the bi-directional communication line that allows the charger to communicate with the vehicle and is defined in the SAE J1772 / IEC 62196-2-1 standard. According to the standard, the CP voltage is 12V when the charger plug is not connected to the vehicle, 9V when the plug is connected to the vehicle and 6V when the vehicle is actively charging. Less common voltages are 0V (error condition) and -12V (fault condition). The standard also defines 3V as a valid voltage when a vehicle requires an exhaust fan be activated during the charging process. Happily, the charger translates the CP voltage into a more usable form on the display. For example, 12V corresponds to "Idle". Note that the voltage has a tolerance of +/- 5%; a voltage between 12.6 and 11.4 is acceptable for 12V. Mystery solved.
